After WWI had resulted in Germany losing, the Treaty of Versailles was set up to decide what would happen to the face of Europe.
The British PM decided to punish Germany but not too harshly. He wanted Germany to lose a bit of power but not to cripple them, for example:
Germany losing all its overseas colonies
Limiting Germany's military
etc.
