sit on sub-committees to determine the final wording and content of a bill
can ammend any bill that goes to committee
can propose legisltaion then vote against it de to ammendments that the sub-committee have attached to it

The answer would be senators and representatives do not debate each other regarding bills that have made it to the floor. This is the correct answer because if they disagree with each others version of a bill they try to agree on corrections but never do they debate. I hope this helps!
