I'm a little on the fence with this one. I think, however, the answer is D., the willingness to uphold principles. The other answer to this one would probably B., the willingness to defend their country. But I'm leaning more towards the side of D.
Keep in mind that Roosevelt spoke/wrote in a tone that put his full trust in the people of America that they would support their country and help implement the necessary principles to improve America. The excerpt specifically talked about the implication of one of these principles.
The only reason I would think answer B would be correct is if it meant the people would defend the country through accepting these implementations and understanding that they were a requirement to improve America. If you read that and think that it means literally defending the country, as in fighting in the military, this isn't the answer. I think it would be "supporting the country" instead of "defending the country" if it was meant to be the first definition.
In summary, I think Roosevelt wanted to empower the people of America and help remind them that by being supportive and flexible by understanding the necessary changes that needed to happen to improve their country.
So, I believe it's D. Based on the excerpt of text that was given.
Hope this helped you out! :-)
