The states were all trying to create their own type of government and all the other nations were confused of who wanted what in trade or how anything was happening. Congress was still trying to understand how to compromise, since there were 13 states, so Washington was actually saying everyone needed to get their stuff together and work together before the entire nation falls through
Going by the statement "We are one Nation today, and thirteen tomorrow. Who will treat with us on such terms?" What George Washington meant as stated below:
"Each of the thirteen states began creating its trade laws, and this was creating confusion for nations who wanted to trade with the U.S."
- This is because before the United States Constitution was made and ratified, the United States were be governed by the Article of Federation. These documents allow each State to create its laws and do things on its own including foreign policies.
- This arrangement, however, affected how the United States is viewed by foreign nations. It also affects the proper governing activities of the United States.
- At that point, the central government didn’t have the physical ability to enforce the power on foreign policies, because it lacked domestic and international powers and standing
Hence, George Washington made the statement to reflect the situation.
