A dynamic speaker may choose an exceptionally interesting topic. S/he may be good as using the voice to draw listeners in by changing pitch and tone and volume. S/he may be humorous and draw people in with laughter. S/he may have the ability to make people "feel" the words being said and draw an emotional reaction from the audience. A combination of these techniques would make an excellent speaker.
